I guess if California is too poor to afford to purchase an ROW adjacent to I-5 we can't afford the Peripheral Canal that the Governator is peddling. Or any new freeway startups, such as his beloved beach freeway.

If you are going to detour thru the Tehachapis just use diesels and let the UP run freights over it too. Perhaps then we can afford it. Scale back to 79mph and then we wouldn't need any elevated on the Peninsula.

The nagging question in my mind is to what extent real estate speculators are involved in the choice of the Tehachapis route.
