SMART tries to put wings on Pigs

SMART claims it has a $155 million hole. (It's larger than
that, but that's big enough.) But it says it can "phase" the
project and build out Cloverdale in a few years after start-up.
So, could someone explain how, if they don't have the money
now, they can promise to extend to Cloverdale later?
It seems to me the whole project now depends on federal dollars,
because there are no state dollars for them for years to come.
Why don't they just say it? They're scaling the project back
because they have no choice. If they get more revenues in the future
they'll spend them on expanding the system.
Oh. I almost forgot. The bikers are about to get taken for
a ride.
