These days we seem hire only these CAHSRA A&E firms, especially in the Bay Area, that now seem to deal only in projects that must cost naturally cost billions and billions (like Carl Sagan's stars...), with only the most gold assumptions used and the costliest possible solutions proposed, and then the contractors can count on a contingency budget in the billions, as well.
As the famous Republican Senator, Everet Dirkson used to put it: "A billion dollars here, a billion dollars there... After a while it adds up to "real" money...."
And there is definitely no more inflation anymore, right?
