Commuter trains often stop at the edge of cities. Short tunnels can link them up, creating metro networks for a fraction of the cost of building them from scratch.

An interesting study. In the (very) long run this is the idea of The Portal and Link 21 projects, e.g. direct trains to Sacramento from San Francisco and The Peninsula.
