Yeah, it's called LEAVE IT TO THE PRIVATE SECTOR and KEEP TAX DOLLARS OUT OF IT.

Imagine...but we can't. So, yeah, thank you Government for screwing up another project that MIGHT have been a good idea, but now it's become a complete and total dumpster fire with no exit strategy, no go-forward strategy, no recovery strategy...basically everyone's admitted that it's a runaway dumpster fire.
