Really?

Does "it prove there are too many don't have enough to do" (this month?)? Does it "also show their (the police and CHP???) hatred for the general public"?

Do you really know any of the details of the incident or of the investigation yourself that can show these purported intentional police malice toward us all, of which you speak of as some kind of given "fact"?

I was wondering what was taking so long on clearing this incident and found the media reporting also a bit "lite" on the incident details, too. And yes, that was a bit odd.

There have been plenty of police screw-ups shutting down freeways for incident investigations and there have been "internal" investigations and recommendations to "speed up" these reopening the freeway. That has generally been well understood and is done by CHP. Some local agencies and coroners' offices can vary in understanding and training and have been more problematic in getting the "concept" that this is literally millions of dollars in time and gasoline being wasted and always more work to do on that.

I was asked once to look at this issue once when Riverside Sheriff's shut down I-10 back in the late 2000's at Cabazon for a shooting investigation for hours, without even informing CHP. So, there are sometimes "new" lessons to be "learned" and always seem to be some new "students" who need to learn them (or relearn them and/or remember to pass them on in "training" to the next generation, sometimes a problem in other fields as well).

Then there are some complex crime scenes and not knowing much detail there may also be other unknown factors which they are keeping from the public.

This incident was a bit odd in its duration, scale of impact, and lack of any specific reasons released to the public as to "why". So, there are plenty of people like you "calling the Councilman" to find out "why", many pissed as hell because they were stuck in this mess wasting time and money. So, I'm sure there are some folks at the departments involved who are also busy fielding those calls from the "Councilman" asking why, too. And hopefully someone in command is having someone working on an answer and "lessons learned".
