Per union contract, the crews at both Sac and Oak are afforded an hour and a half to two hour call before going on duty at their respective crew bases to be ferried out to pick-up the train.

And yes, when it comes to things RR, cops can be pretty clueless, including the CHP.

There is no train #4 in N Cal.
