This is not a recent problem. And years ago, there was a committee formed to look at solutions to get these incidents cleaned up faster. One of the members appointed to this was a retired former head of the CHP from the sixties. He noted that back in his tenure, that his officers weren't MD's, and so he had the victim (and whatever parts) loaded on the ambulance, and sent it to the ER, for a real doctor to call make the call.
