Yeah, I'm a big Eno fan and this is interesting. It appears that signed full funding agreements are no longer worth the paper they are written on. And neither is depending on Congressionally appropriated funding. The "rule of law" on and much of the Federal Register on the grant approvals and grant funding processes appear to have been unilaterally suspended for now at least.
The reality is that this is already screwing up procurements being released and contracts being signed for hundreds of highway, rail, transit, and airport projects in every state nationwide. Folks cannot even get any answers from DOT or Congressional staff on what is held or why? This has already caused a large number of on-line project procurements to be taken down. Some monies that have been expended and are awaiting Federal reimbursement for the Federal share seem to be impacted as well.
This is affecting all modes and all kinds of projects, not just "controversial" projects. The cost of rebidding and delaying some of these potentially thousands of projects affected will start costing taxpayers millions in added costs in a very short time. Shorted or no reimbursement payments for work already being done are going to play havoc with costly projects already under construction. Although I have not yet seen any project suspensions of project already under construction, as yet. But States can't afford to "backfill" for illegally withheld unreimbursed Federal shares for very long.
More uncertainty and no clear guidance won't take long to start costing us taxpayer millions in delay costs.
