A minority of railroad employees that prick their pinky and then sue for megga bucks have poisoned things for all. Any memorial could be used by a lawyer as an admission of guilt on the part of the railroad and increase the lottery winnings for all who choose to sue the railroad. This has made it difficult for those who really deserve such settlements to get their due because the railroads and the courts have to weed out all the worthless and faked injuries. I know of several "totally disabled" retired railroaders that are running marathons, weight lifters, or back working for industial railroads ("for something to do."), that brag about how much they took the railroad for. Memorials would be nice if it weren't for lawyers using them as fuel. (This doesn't just happen on the railroads by the way)
