Have talked to several people who have been surveying WSDOT owned lines that are up for operational bids and they all report that the lines up for bid are a shambles. Many sidings and spurs that serve currently non-shipping customers have been partially ripped up, or switches removed and such. The reports describe things ripped up and left laying on the ground, one person compared it to "vandalism done by teenagers simply to tear stuff up", there are also numerous small washouts between Winona and Colfax that they have been simply running over, most culverts are plugged up, some crossings missing planks. They feel that Watco is stacking the deck against anyone else being successful in operating the lines, as it is gonna take quite a bit of money from somewhere to get things into shape. Good luck.
