What would be the point of sabotaging your own business, especially whan the tracks are owned by the state. Its costs money to send someone out to physically tear things up - doesn't cost anything to just walk away.
If these reports are true, isn't it more likely to be a case of shear management incompetence in directing their maintenance people; or perhaps lack of money to get the jobs done.
