To expand further on Dick Seelye's comments, the Harbor Island slip in switched by Ewe - Pee & is very accessible on S.W. Mass. St. @ the North end of the island. You may see a barge tied up, waiting for the proper tide to load / unload. Several MoPac cabeese used as idler cars nearby.
The West Seattle slip is switched by BNSF from their small yard @ APL's Terminal 5. From my past observations BNSF has the Alaska RR business; several times in recent years I've photo'ed ARR locomotives @ BNSF's Stacy St. yard on their way to / from the barge. Stacy St. yard is located behind the Home Depot store on 1st Ave. South, in Seattle's SODO District.
