IIRC, the train was also under automatic (computer) control at the time, and that can also (and likely did) add to the delay as well (considering the age of the control system). It wasn't the operator's fault this time, by any means; an obsolete control system, equally outdated rolling stock, and years of poor or inadequate maintenance compounded by typical bureaucratic bungling led to this lovely little mess.
