You are correct.
UP fixed, ballasted and straighted, the track about 1/2 mile west of Minturn.
It was fun to chase the ballast train from Eagle to Avon.

The crossing battle was with with the town of Avon. Last I heard was UP lost the their appeal and Avon was moving ahead with the installation of two crossings.
