Electric RR in NW CO

I would appreciate info on two sightings seen last week.

I saw electrified rails in NW Utah, I believe it was just south of Dinasaur. What are the end points and what is the purpose or product carried?

I see unused rails through Chester in northern CA, I assume it is a logging line, but neither the Forest Service or the local tourist info center could tell me end points or owners.
