Mike, in discussing the NWP, I sometimes feel like a Christian Scientist with a ruptured appendix. As much as anyone I would love to see it run again but my politics of not trusting government unless I have a loaded gun in their mouth comes into play. I am aware of all the POTENTIAL customers but which, if any, has signed a binding agreement to use the NWP? Is there a signed agreement with the California Northern and the Ewe Pee for interchange?

I remember readingthat the Ewe Pee was demanding a seven figure settlement on outstanding per diem charges for cars trapped on the NWP.

If the potential customers you mention have an enforcable contract with the NCRA to ship by rail, open the checkbook (or the IOU book?) and get to building. I just shudder at the thought of pouring money which no one seems to have (or could be used elsewhere for greater good)to build a steel railed white elephant.
