California passed similar legislation mostly due to the pressure from the ag industry. When my husband was farming back in the '90's we had a lot of aluminum sprinkler pipe stolen. Several years ago in our orchards in Ceres they were stripping the copper out of the pumps. $20 worth of copper missing and several hundred dollars to repair.
