With federal government money comes federal government strings. One of the most onerous strings is the need for high priced consultant help to administer the grant.

But more often than not, outside consultants enter a property, jawbone the needed data out of the local employees (they already know it), or even cut and paste out of previous contracts (plagiarize); then present it all as an amazing new solution.

But with "help" like that, who needs opponents to any project! Everything the government touches suddenly costs ten times as much as before. Maybe this is where all the extra dollars go.
