Those cars were moved to that location in the early 1980's. They came in behind a WP SW1500 from the old WP ferry slip over the Santa Fe owned trackage (now gone)on 16th St. and under I-280. I was working in SF that day and just happened to have my camera with me and recorded the move. For the move down 16th, the cars were coupled round end to round end, then switched around on the old WP track that once went to the tunnel.

The Southern entrance to the tunnel is underneath Army St. at the SF Corporation yard---it was destroyed by fire sometime around 1958.
