OK, answer this question, Coleman:

How much of a railroad's operating and capital budget each year should be earmarked for the inspection, maintenance, repairs and any necessary upgrades on lines that it will not use except in the case of some dire emergency? Even if there are other ways around the bottleneck?

How many and which lines should be kept operable for emergency use? even if they get used once every 10 years or so?

How do you justify such expenses to the shareholders?

How do you justify spending upkeep money on a useless line rather than putting it to use on upgrading existing lines or adding capacity?

How would such costs, over many years, compare to the cost of rebuilding the bridge?
