Tony, since the hang up about New Mexico buying the line concerns NM owning land in CO the half
way thing would be a real problem since the ownership restriction wouldn't even get you to the
top of the hill. That eleven time crossing of the state lines zig-zags it's way up the hill and
the scenic part in the gorge couldn't be gotten to. I'd go for NM leasing the CO portion rather
than buying it.
