Predictions:

1) the State will be prevailed upon to allow the move by road, perhaps with some extra axles to spread the load. This seems by far the most likely. Trucks exist that can do it; sounds here like somebody didn't cover all the bases (specify enough axles?) before dispatching the job. Politicians really don't like being embarrassed by happenings like this on a big public works job, and one or more will certainly intervene to get the load moving.

2) they'll somehow get it to the Snake River (Lewiston?) and put it on a barge. Down the river thru Portland, up the coast, and into the Sound for delivery. This is possible if the road thing doesn't happen. With the right barge they could deliver it directly to the work site. In a few weeks...

If it requires special handling (and it certainly sounds from the part description like it does) I don't see the RRs jumping at the move. Especially on short notice. Besides, you still have to get it to the bridge, and there's no rail line near it right? With the truck, they take it to the bridge. With the RR, you still have to put it on a truck (enough axles this time?) or a barge for the final move.
