The Palouse River and Coulee City Rail Authority is an organization formed as a requirement of the WSDOT to oversee all properties that were formerly owned by the Watco PCC and are now owned by the state and are operated by Watco (PCC-Thornton to Hooper, Colfax branch.) and operated by the W&I and EWG. The Rail Authority has representatives from each county the lines service with the Port of Whitman County as the lead agency. This does not include any Walla Walla lines or any other state owned trackages.
