Yes, it's still funny. Commuter rail for a dozen ball games a year? Right. 1 4-lane highway now? Big woo. It took Moscow almost 200 years to get to 23,000; when it gets to 100,000, maybe it will need some kind of transit. Say, in another 300-400 years?

If it's such a great idea, buy the line and build your own. You'll either make a fortune or lose your fanny, but by doing so, you will prove either my point or yours.
