Lack of water will always keep Moscow a small college town, it will never reach the 50,000 mark before Armegeddon.

If someday I am appointed Moscow's economic advisory czar, my first move would be to relocate the tracks to the South Fork flat and expand the current industrial park. Railroads are meant to move freight, not passengers. Keeping the tracks through the middle of town is pointless.
