Cut 'em some slack; CSRM doesn't actually yet own the land where the tower was supposed to go or have a place to put it in the meantime, and if they hadn't accepted the entire ATSF collection at the time, most of it would likely have been scrapped or would've rusted anyway since no one else was begging to take it (the M190 and Little Buttercup and one or two others might've found new homes, but the Northern and Texas locomotives might not have since some examples of those classes were already preserved). (Besides, CSRM staff did salvage the equipment and furnishings inside and have thouroughly measured the building so a replica can be built when the land becomes available; they could've just said "f*** it" and let it all go to the scrappers and "collectors".)
It's not CSRM's fault that the state hasn't given it the resources it needs to proplerly store and maintain its entire collection, and you'll find similar situations at some of the other well-known, privately-run railroad museums as well. CSRM is doing the best it can under the circumstances; at least it's not like Texas, where they've got the money to maintain all of their parks and museums but are squandering it on pork-barrel pet projects.
