Actually, I think we all (well not ALL) like paragraph 2 if the result is that the rr's come to accepting State and Federal assistance (including tax credits) to uncongest the track. And if the public accepts the notion that if adding lanes to roads is good, then adding lanes to railroads is also good.

It would also help if the politicians and the rr's realize that a rising tide float ALL boats.
