I didn't see the article, so I'd like to know what the exact wording said. If it used the word "budget", then it would be a typical modern journalstic hit-piece. At this point in a project (with no construction underway), "budget" hasn't kicked in--unless the County is spending out-of-control internally. At this point, the construction costs have exceeded initial ESTIMATES. That is because the cost of the improvement(s) to State Highway 902 (Medical Lake highway) are way more than first planned. (It was determined that extensive (and expensive) pull-out lanes would be necessary due to school and transit busses).
To date, the ("awesome") design/Engineering plans are undergoing final edits prior to going out to bid--and that process is right on budget.
My first thoughts reqarding the post was that it was an April Fool's message. The Geiger Spur project is a Government-funded project--and how many of those ever come un under budget? (I can actually think of one--the currently under construction rehabilitation project of the tracks at the Port of Pasco that we did the plans for last spring were right on target for Engineering and under estimates for the construction--which is also proceeding on schedule with no surprises (so far).
