Tacoma Rail New Locomotives? 3802?

Did Tacoma Rail purchase more locomotives?

I saw one that looked new, # 3802 parked in the yard Sat, looked clean and shiny, not like the rest of the fleet. They numbering these still based on HP? I heard 3000 series was 3,000 HP, 4000 4,000 HP, etc. If 3802 is new to TR, what is history of it? Where was it purchased from?

I had heard rumors in the past that TR was going to purchase more locomotives if they took over BN / UP yard duties and someone had posted that TR was going to run Grain car empties from Tacoma to Auburn yard.
