Wrong solution to a misunderstood problem. In most transit systems (pre Nextbus) schedule credibility is near zero. Unless you can SEE the following, bus/train there is no reason to believe it exists. The drivers tend to stay in the bunch (platoon) because they have no incentive to become the leader. Proper supervision would have a follower run express to fill the gap and pick up the riders further up the line.
