Anyone have any idea about this?

I found this picture on rrpicturearchives.net and I am curious about it. I know the D&RGW ran a third rail for dual gauge operations and that seems more efficient. Is perhaps a guard rail but that seems unnecessary based on the location.

It is not my picture; I am just an interested bystander. Any ideas?
