The trains you are observing in the Gorge are being duped across the system. You're absolutely correct in that there is no need to dupe any train through the Gorge. However, adding and removing dupes is a time/labor intensive process (particularly if the radios, cards or other components of the system are being uncooperative) so the motive power folks at the Harriman decided to go with duping across the system and to move that DPU link/unlink process to the origin and destination. This has been going on for a few years now.
