So true. But if you have an open mineshaft or abandoned well on your private property, visible in a place where you know that people are likely to (albeit illegally) enter and explore, don't you have a legal - or at least moral - obligation to seal it off?
If you operate trains on tracks that are positioned in such a way that crossing or walking along the ROW is the most convenient way to get from one part of town to another, and you know from experience that people actually do so, don't you have a legal - or at least or moral - obligation to seal it off? Isn't every life, even perhaps the not-so-fittest, worth the expense of such precautions?
