If you operate cars or trucks on roads that are positioned in such a way that crossing or walking along the road is the most convenient way to get from one part of town to another, and you know from experience that people actually do so, don't you have a legal - or at least or moral - obligation to seal it off? Isn't every life, even
perhaps the not-so-fittest, worth the expense of such precautions?
Doesn't the above statement sound completely absurd when applied to roads (not freeways)? Are you suggesting all roads should be fenced also?
How about just staying off the tracks!
