According to Jody Moore's POTB site (last updated February 18, 2009), all but the 6128 were listed as inoperable.

6156 is noted as having dual control stands.
6157 has a broken crankshaft.
6128 isn't on the roster; my guess is it's a typo.
6113 is set up long-hood forward.

I believe that for "routine" operations they only need 3-5 locomotives to run over the coast range, and one or two locomotives to run up the coast; plus another unit for a work train or whatever else.
