Railroad - rail torpedos

All,

Recently I've come across a very old what I believe is a railroad torpedo. The torpedo has two spring type metal bands which would hold the torpedo on the top of a light gauge rail. The topedo top has a light metal round dome and is two inches in diemeter. The torpedo is painted block.
