bc rail in Washington

tonight at around 6:30 p.m. a WB BNSF freight at Bingen, Wash. (Columbia River Gorge) had a red white and blue BC Rail unit in the middle of 4 BNSF units -- any idea what that's about or where it is going? I thought BC Rail was largely moribund, but haven't been in BC for a few years....
