BNSF Marceline Sub

Railfanning this past weekend on the Marceline Sub between Carrollton, Mo and Kansas City, I saw at least five or six intermodal trains with DPU locomotives (Two in Front, and Two on Rear). Does any one know if this is common practice?, and if so when did it start? Also, do any of you historians out there know why the ATSF built their bridge over the Missouri River at Sibley, MO instead of near Kansas City as the other railroads had? Thanks.
