Rich,
What I think you saw in Riverside -that stub toward Fairmont Park- was actually the stub remnant of the "back way" to Riverside via Rialto, Bloomington, and the Cement Plant at Crestmore, which was a junction point to the UP. I remember the wooden trestle across the Santa Ana River before it eventually washed away in a storm. This is an interesting irony and why so much of the ostensible is not as sensible as it seems. That is why I mentioned that SP and PE each had their own route to Redlands. Somewhere between 1951 and 1960 the two routes were consolidated and joined where they were in close phyasical proximity. Many assume though that the SP section down Rialto Ave (east of Arrowhead Ave.)in Berdoo was the PE. Anyway, the back way between Riverside and Rialto was actually owned by UP (Pedley-Rialto), even though it was electrified for use by the PE. There was the northern stub, including the wye, that existed in Rialto to service a Sunkist packing house. I had the extremely good fortune to observe a move down the middle of Riverside Ave. to service the packing house in about 1962. that was removed in 1964. The piece of track you refer to was the southern counterpart to the Rialto stub and connected to the greater local PE system on the west end of a section that ran along Orange Ave in Riverside and came over the steel deck from SP (one-time US 395 overpass, now gone) about a mile to the parts of the PE that went south (Main st and Magnolia av)and the line that once went to Rialto via Crestmore. There was also a local line that served Arlington Heights that connected in that general area. I believe the UP consolidation that is/was in Fairmont Park was delivered to the park via that stub. The La Cadena main line occupied what is now part of the I-215E southbound. All of the PE tracks between Colton and Riverside were removed in short order around 1943 along with the back way to Riverside. I believe this may have been called Orange Ave Junction where all of these tracks came together. To make it even more confusing, there was a line that diverged Orange Ave and went south down 7th (?) to rejoin the main on Main st. The SP operated the PE south end to Corona by accessing the PE via their own separate route, which crossed ATSF-UP third sub at Riverside Jct (interlocking, bridge over 395) and joined the PE on the west side of the bridge and ran along Orange Ave. After the PE abandonment, the PE no longer had "home trackage access" and relied upon SP to connect them. There were miles of street trackage through Riverside to get to the south end. The annoyance to the city of street running is what prompted the trackage rights agreement with ATSF. On the east side of the 395 bridge, at the interlocking point, an access switch was installed to allow PE to enter ATSF trackage and bypass all the street running, and ran several miles to the second ATSF interlocking called May, diverged and ran the balance of the way to Corona on PE track. Interestingly a small amout of the street trackage about 1-2 miles north along Magnolia was left to service a couple of lumberyards until around 1972. I stumbled upon this in late 1972 and found the line gone, but there were still tie plates and spikes in the median of Magnolia Ave. I hope that helps. It has taken me a long time to try to understand the complexities of the rail lines of area, even having been born in San Berdoo.
