In a closed system, as is a brake line, Lower temps = Lower air pressure, equals longer time to pump a train. Pumping from both ends will speed up the process of chargin a train line.

Once upon a time railroads used air repeater cars placed in the train, basically an old boxcar outfitted with an air compressor to aid in the charging of the system.
