Tie plates exist mostly to prolong tie life by spreading the weight of the train over a wider area thus slowing the process of a rail cutting into the tie. With light tonnages I don't see a problem by not using a tie plate. Older tieplates used with lighter rail weren't much bigger than the rail base anyway.
