BNSF Spud Local--anyone know how it works?

Anyone know how BNSF's Wenatchee/Quincy-Ephrata "Spud Local" work? We see large blocks of cars at Quincy when we drive by, but when the Spud comes by the house, it handles maybe 4 or 5 cars between the Quincy Valley and Wenatchee. Does the Spokane/Wenatchee local drop off cars for the Spud to work?
