The museum is required to have a grounded electrical service for the new substation, but as Fred Krock said, the musuem has a substation that must be un-grounded. The solution to the problem has been found. As Fred said, a transformer has been purchased. The transformer is a same-potential (also called isolation) type. It takes the required grounded service power and transforms it to the same voltage except un-grounded, which meets the museum's requirements. They purchased this transformer "used" from a broker at a favorable price. I got this information from "the horse's mouth"--Chris Pagni, the museum superintendant of overhead lines and substations. So they now have the critical electrical items. They just need to get the substation building built.
