Yes any lines where passenger and freight run there will PTC is manadated, some shortkines that host AMTRAK will not have enough funding to put in PTC and where a shortline operates over the big boys they will have to have PTC equipped locomotives at an as yet unknown cost per locomotive. As you can see the cost benefit ratio is upside down. There were better ways to do this than what our two esteemed senators from California helped to push through with little or no thought to the impact this is the Rail safety act of 2008
