An interesting set of unsourced opinion on the impacts of PTC in the original post? I don't happen to share it. And, then more speculation based on this uncited opinion about how far the sky will fall? A modular properly designed and layered PTC system, should not cause the sky to fall, or these lines necessarily to be abandonned. A modular version of an integrated PTC could be easily adapted to steam, if the architecture is robust, adaptable, and portable.

Don't you think, though, that if Amtrak had a choice of operating over the Amarillo line (a line that will probably be equipped with PTC due to its traffic density) or having to pay for the installation of it themselves on the Raton line (since they are, at present, the sole user of that line from Lamy to La Junta), that they'd choose the path of least resistence and go for the re-route? Look how quickly they ran away from SP's Phoenix line, as soon as they became the sole user of the west end of that line and SP wanted to start presenting them with maintenence bills.
