Anybody who seriously thinks the railroads haven't already spent millions on this is kidding himself. And the spending continues.

If all that was required was a simple "upgrade," nobody would be complaining. This requires entirely new systems that will do things existing systems cannot do. The cost of the new computer and communications systems required alone is staggering, not to mention what it's going to cost to equip thousands of locomotives and thousands of miles of track, train employees at every level, etc.

There may, indeed, be morons involved, but they are mostly the glib ones who think this is something cheap and easy.
