You are using the wrong word. It is not "whining." It is "protesting." There is nothing wrong with protesting about heavy burdens. Without remarking about the political positions of the senators who pushed through "positive train control" legislation, I can simply say that they are "empty-headed" about the facts of rail safety and do not care about heavy financial burdens that they place on railroads, or on any other industry.
