GE has expressed mild interest in producing a dual-power diesel & electric freight locomotive; after all, they did do some DMs for Amtrak & friends in NY. But nobody's anywhere near ready to ask for that for real. Despite the relatively cheap hydro power in the NW, the other reasons for electric (high volume/tonnage, steep grades, relatively high speeds, and bad smog) just aren't there. I suspect the first modern electric freight you'll see will be in parts of southern Cal and the Southwest (BNSF/Santa Fe Transcon), but even there it's a long way off.
Comments about lack of freight (period) on NEC are correct. It's a passenger RR that on rare occasions sees a little freight operation at odd times (mostly of night) when the passenger train schedule is lighter. Look at the schedule there sometime: between Balt & Wash at rush hours you have something (Acela, Regionals, MARC) at less than 10 min. intervals. NJ's worse in spots. No room for freight. CSX & NW have parallel lines for freight so no need to bother with the Corridor. All the Pennsy/PC freight motors vanished many many years ago.
