Locomotive headlights - high or low

Got into a discussion with a few friends the other day about the placement of locomotive headlights. Some roads liked them high (over the windshields on the cabs) and some prefered them low (on the nose). We were wondering if there were any advantages or disadvantages as to their placement. Any comment on personal experience or otherwise would be greatly appreciated.
